Check your program list and if it is there uninstall it. If that doesn't work try to run the installer with admin permissions. And if all else fails, restart your pc.

This whole time it has been admin ive tried with windows 7 compatability and XP sP3

Just restarted and its not fixed, im so fucking pissed right now......
