Erm, just find a shitty old public perl script. Also, more than likely your VPS isn't spoofed and your hosting company is going to get pissed at you when you use up all their bandwidth so I wouldn't do that...

I know how to do that. Plus I bought it to Dos with I know the chance of getting banned what I am saying is I can't connect with FTP or anything. It's like all commands are disabled or something.

Yeah, I'm pretty sure that Server hosting company's are obligated to keep logs unless they're located outside the US. Correct me if I am wrong.

But yeah, don't use it as a booter that is a really bad idea. If you want a booter setup with putty or MIRC you need to get a dedi that is spoofed.

To be honest some company's go farther then just banning you, as you're using their services to do illegal activities.
