You have not indicated whether the device for which you want to change the MAC address is a router or a computer's NIC. If it is a router then my post here will help you to change/spoof its' MAC

IF you are attempting to change the MAC address of a NIC under Windows 7 then considering that so far you have failed to be successful I am willing to bet that it is a wireless adapter. Under Windows 7 in order for any spoofed MAC address to be used in place of the firmware MAC of a wifi adapter then IT MUST have the 2nd bit of the 2nd digit of the duodecuple hex string set to 1. If it is not the string will be ignored and the firmware one will always be used.
For example acceptable strings are of the form
xYxxxxxx Where X can be any valid Hexadecimal character and
Y MUST BE one of the following: 2 or 3 or 6 or 7 or A or B or E or F
If as I said you are using a wirelessi NIC and your changes are not being used it is because you are using a MS wifi driver or a driver that is Windows 7 specific and you failed to set that 2nd bit to 1 🙂 Even if you use MAC Changer software, that 2nd bit must be set.
Use a Vista driver for your NIC and you won't have that requirement on the MAC address as then the MS virtual adapter won't be installed which is responsible for the quirk. That virtual driver is what gives Windows 7 its' hot spot hosting ability via ad hock networking which shouldn't be used anyway as it is terribly insecure. Use any one of a number of free hot spot hosting/internet sharing utilities such as can be found here
http://www.nextofwindows.com/8-free-tool...i-hotspot/ instead and you don't even need MS virtual adapter at all. BTW it isn't needed for wifi connectivity at all, just if you want to use MS native hot spot hosting.
NOTE: no such restrictions or requirements of the 2nd bit of the spoofed MAC address is enforced on a non wireless NIC 🙂
Take care
