Hello!

So I have MY personal account with NO bank account or something attached to it
whatsoever, if I want to exchange it for paypal, am I allowed to do so?

I just made a thread about it earlier what I can buy on amazon because I've just
earned giftcards on it, but closed it due to that rule.

It is still not allowed. Just because you say that it is your personal account may not actually mean that it is your account. You aren't allowed to exchange Amazon Gift Cards and you aren't allowed to exchange Amazon accounts or the credit on those accounts. There are no exceptions to this rule.
