I have photoshop and after effects.

Look at some Youtube tutorials, learn how to make simple animations first and then advance to the harder steps.

Can you guide me to actual links or threads, I already tried Youtube and Google. Nothing that I needed came up. Don't post unless you have actual contribution, thanks.

Do you want to make gifs in photoshop? or use another program? if you want to use another program i would recommend adobe flash you can animate there and make the animation a gif after you're done.

Most of these look like they're made in adobe AE.
Look up some typography tutorials for after effects, and then to add those bokeh style circles there's some generate function that I can't remember the name of (sorry, I haven't used AE in a few months), but that should be a good start.
