I remember using this ages ago on something. Not sure how well it worked out as I ran out of hosting -and interest- shortly afterwards.

I know Google constantly change their practices and I was wondering if this tool was rendered useless because of changes over the years. If so; what's the best alternative?

It is working, but the result of all seo link building tool depend on how you are using it. Simply building spam backlinks will not help to rank sites as before.It will lead to penalty. Now many strategy, PBN and social boosts are required.
