Usually in the footer there's a link to the creator of the design. I'm not sure what language this site uses I can't really tell if it's there.
You could contact them and ask nicely if they could tell you who made the design and if it would be buyable.

It's not tied to any platforms like WordPress so it must be custom. You can always steal it. If you need any help PM me, I could do everything for you including design changes for a certain price.

I saw (almost) the same kind earlier.
The scrolling etc is (I think) ripped off and not custom.

I've seen numerous sites like this before. The only difference is really the font, and images. Other than that, I believe the css/html was just edited.

It's really just a basic bootstrap site with a custom font.
One could easily make a site that looks 99% identical in less than 30 minutes.
