First off, these other methods claiming to "be the best on HF", bullshit, they look like ass, this effect looks best when it's a SHINE not a laser beam.
Make sure when you're doing this that your layers are rasterized, as this can cause issues.
Select a small diagonal area on a NEW LAYER.

White out the area inside, make sure that it's not too thin or too thick.

This is the step these other kids are messing up, apply a heavy gaussian blur.

Make a new frame on your timeline, then move your blur on frame one all the way to the left side, then on frame two move it all the way to the right side.

While both frames are selected, select the gaussian blur/bar layer and right click it and create clipping mask.

Make sure than both frames are selected, then click the "tween" button.

If you want your shine to be good, set the frames high, 30-60 does the job.
