That all completely depends on the clients hardware ...

If they have an old piece of shit webcam you obviously won't get 720p as an output no matter how hard you try; and you won't be able to control a webcam either (I'm assuming you mean movement and zoom etc?).

You are not necessarily limited by the software you're using as much as the hardware your client uses.

I have been wishing the same for quite a while to be honest. I use nanocore for it now but teamviewer is much faster on RD. It would be great to have a cheaper alternative to teamviewer & LMI Rescue as TV licenses cost 1000's...
