DNS Spoofing on Mobile Hotspot Network?

Concept:
You create a mobile hotspot network from your mobile device. User connects to it, believing he'll get internet access. He opens his browser and enters a url, at which point he gets redirected to a particular page of our choice, instead of the url that the user had typed.
Platform: Android
Can anyone please tell me how this can be achieved?
I guess that creation of AP is not a problem, so search for dns spoofing, it can be achieved with ettercap.
For android check outh zanti or csploit, or if you have nexus 5 flash kali nethunter or pwnphone firmware.
Also, this wont work on chaced pages (no DNS request)

Thank you for the reply. Although I was unable to achieve what I intended to, I only learnt more.
