He is upgraded, therefore i decided to trust him. I know $15 BTC is not really a huge deal to you guys but scammer is a scammer. Unable to give him - rep to warn others due to lack of power. Hope anyone can help me (little guy) out.
where is the payment proof?

I for one believe this story. Payne has over deal disputes open and he also leaked some guys ebook. I've spoken with him before, he seemed really sketchy. Hope this gets resolved OP
I would like to see payment proof, but besides that it looks like a legit scam report.
The fact that he removed you on skype is a dead giveaway that he scammed you.
And I would like to hear Payne's response to this before I jump to any conclusions.

Payne just randomly PMed me saying "Hvasa Brow" which makes 0 sense to me. The fact that he's clearly seen this thread and not responded is a bit of a dead giveaway

You shouldn't trust someone just because they're upgraded, he also has open scam reports man; just look at his rep -

Yeah, when you're viewing someone's rep just click on the "Negatives: their amount of negs here" and then you'll just see their negs
