Channels banners are now animatable (GIF ONLY),

Avatars aren't, it's now linked to your google page.

For the Thumbnails, there are not animatable either

I am pretty sure he is talking about cartoon styled thumbnails. Which if you get Topaz labs as a plugin for photoshop there are great effects you can apply that have cartoon presets and if you play with them to get them right you can get it almost to the perfect cartoon style. Otherwise in illustrator turn it into a vector which can be tricky sometimes.
