Offshore or Onshore? I'd say you start from NL as it's the best opinion for europe. After that start growing to other countries. If I were going to start up shared hosting, I'd start from NL and get more locations with long distance of each other (e.g NL, Portugal, Spain, Lithuania). This will be better for people who want to make website targeted for specific country as it'll minimize the latency.

Definitely Netherlands..

If we're talking about Onshore, the only reason to choose Finland is when you want to host something for Russians but don't want to place the servers and actual data into Russian soil (Data Protection etc..).
Other than that, it's 3 times more expensive than central Europe. Though the green energy available there is likely one of the top reasons the major companies would look into hosting there. During cold winters, the cooling costs are non-existent.

Why the hell are you all choosing the Netherlands? The laws aren't good at all for that.

It's just that the cybercrime department of the Dutch police is lazy as fuck.

I have voted for Netherlands, not because of their Cyber laws, but because I have experienced using some of the fastest and stable Serverss from the Netherlands.

Lenient DMCA policy and godlike peering, speeds and prices.

Also, for the AMS IX which is the hotspot between USA, EU and Asia.. It's also non-profit, neutral and independent peering point so the location is basically ideal for anything.

I guess those are the top reasons why people choose NL.
