It's a very simple fix and it's very annoying when people ask this. Paste this URL on your URL Bar 'https://drive[WARNING POSSIBLY INFECTED]google.com/drive/my-drive'
Click on New then click on File Upload and double click the file you want to share.
There should be a progress bar at the bottom right hand corner and when it has been uploaded it shows the file name and next to it Share, click on share and a box should come up so click 'Get shareable link' and a very long url should pop up so now you can use a google drive direct link generator here https://sites.google.com/site/gdocs2direct/ and enter your long sharing url to a output link and all you have to do now is go on goo.gl and shorten it.

A sharing url looks like this = https://drive[WARNING POSSIBLY INFECTED]google.com/file/d/XXXXXX-TutorialPurposes/view?usp=sharing

A output url looks like this = https://drive[WARNING POSSIBLY INFECTED]google.com/uc?export=download&id=XXXXXX-4CHAR_amlxOVk0ASDASD
