I had this issue 24/7 with my paypal too, what i did to fix it was send money to my friend, then my friend sent it back so it'd be 'on my paypal' as balance. Then purchases did work.. lol

If you used a VPN or a bought account that has been previously logged in from a other country then your own, then you should login and wait for hours/day untill currency/country has been set to yours.
You can use any other local or gift payment though, but Paypal and some other similair options check location etc and block the transaction if not matching 🤝
