I don't think you can run FT directly on non-IOS system. But you can do it from within VM. Please, check the link below for one of solutions to your problem.

I think you have to use a virtual machine running OS X to use facetime. Facetime is only on apple products unfortunately.

Get an old iPad, like Gen2, £90 CeX. Good enough :P
