well first you need a working exploit kit
here are a few that i know of
Sweet Orange: heard the owner has not been online for months and is now off the market
Angler: i honestly have no idea where to get this
RIG 3.0: i hear conflicting reports about this one, some say its currently being sold and some say is is not being sold

I thought Angler was actually one of the easier ones to get your hands on. Just have to know where to look on the darknet. I agree regarding sweet orange, though from what I've read it goes dark for months at a time and then pops up again. Probably to remain stealthy.
