I want make a program that streams whatever sound comes from a server to my desktop but servers don't typically come with sound cards. Will I need to download a virtual sound card or will my program be able to stream audio from it without any type of card?

I'm not too good with this but I believe you will need a virtual sound card, I think you can use a program called airfoil

Try using vbcable or something similar :3. yeah i am pretty sure u have to have a virtual sound card.
