I often find myself referencing sites like unicodelookup.com to look up unicode character codes. These sites allow you to type in a character and get it's hex, decimal, and octal code points or type in a code point and get a character. Sites like this are great but my only gripes are:
1. They require an internet connection. For me personally, I don't always have an internet connection so I can't always access the tool.
2. I can't copy and paste an entire list of characters, I can only convert one at a time. For instance if I type in "abc" I want to see the code points "97 98 99" (the code points for a, b and c), not "cjk unified ideograph fabc".
3. It doesn't support the names of all characters. For instance, if I type in 128142 it should return the name "GEM STONE" but instead it returns "undefined u+1f48e". That means its names database is either incomplete or out of date.
4. It can't remove diacritics. Certain applications may want to take a block of text like this (Tẖȉṥ ïṧ ā ẗểṧț) and convert it into this (This is a test). Accents, also called diacritical marks or diacritics should be maintained whenever possible but for those cases where you want to convert them to their closest ASCII equivalent there should be a tool to do so.
Because I got tired of having to visit a website each and every time I needed to look up a character I wrote my own tool in Visual Basic that allows me to look up whatever character I want offline.
I call my tool Unicode Toolkit and you can see a screenshot here...

You can download both the program and the VB6 source from my GitHub repository here:
https://github.com/Eleadon/Unicode-Toolkit
It serves 3 main purposes:
1. Looks up the code point for any character (you enter á, it returns 225)
2. Looks up the character for any code point (you enter 225, it returns á)
3. Replaces all diacritics with their closest ASCII equivalents (a.k.a. accent folding)
Character to code
This allows you to type in any character and see it's decimal, hexadecimal and octal code point. For example, if you type in á it will return 225 (decimal), 00E1 (hexadecimal), and 0341 (octal).
Code to character
This allows you to type in any Unicode code point and see its respective character. For example, if you type in 225 it will display the character á. It will also tell you the character's name, unicode block, and plane.
Diacritic remover
This allows you to remove all diacritics from a block of text and replace them with their closest ASCII equivalents. For example, if you type in:
Tẖȉṥ ïṧ ā ẗểṧț
it will return:
This is a test
This program was written in Visual Basic 6 which means it should work on any modern version of Windows but just in case you need to download the VB6 runtimes you can do so from here:
