Task manager stopped working properly a while ago, and I've just been using Process Hacker. Process hacker stopped working today and any programs that stop responding are impossible to kill. I have been having internet outages for half a min every day.
I have too much stuff on this PC, and I really don't feel like wiping it and installing a whole new copy of Windows on it.

Any help would be appreciated.

Back up what you dont want to lose and install linux would be what I would do!
You can try Malwarebytes! It has worked for me in the past on windows machines!

It's probably salvageable but beware that without a full wipe you won't know for sure if you're still back doored.

If it's a rat from here you can most likely clean it with Combofix or Adwcleaner. I'm sure a more senior member will be along shortly to help.

yeah i get those internet outages everyday from what i assume is a virus (not bad internet or dos)

First scan Windows with RKill then TDSSKiller, MalwareBytes and HitmanPro. Open Command Prompt as a administrator and type Sfc /scannow command to repair any damage Windows system files.

I got Malwarebytes and Avast, didn't pick up anything.

Open Command Prompt as a administrator by typing cmd into Start Menu search box.
Type Sfc /scannow command and press Enter key to repair any Windows system files. Report back here with scan result output. Type Chkdsk C: /r command and press enter key to schedule a next time reboot disk error checking.
