So in GMOD I will have random huge ass stutters but my FPS stays normal while its stuttering!? It seems to only happen when im driving cars, is there a way to fix this?

Probably just server lag. You could try making sure your graphics drivers are updated to the newest ones and see if that makes a difference. If not then it's probably just the server. Could also be that you have to many things open on your computer and you're stressing it.
