You need to find a method to exploit the system in some way to allow remote code or file copy and execution remotely. This generally requires 0day exploits, which are not readily available to most unless your willing to pay for it, and usually for a pretty price as well.

I have the money to spend. I want to create a undetectable RAT that can be sent as a .xls and when excuted i want it to spread through the network

You can use my free network hacking tool I created here

This will easily allow you to force any system on LAN to download your file

Also any arp spoof attack along with a dns spoof attack will allow you to do this.

Its even possibe using this method to trick the system into thinking it has a windows update to download and run but really its your file.
