How's the legality of this? I'm sure it's illegal in some states for people under 18. (HI for example) How would you confirm their age?

Have an example box? Clothes, tobacco product, glass, wax/bud paraphernalia? I've bought a few monthly boxes to get junk and socks. (I have 40+ pairs of socks thanks to sub boxes)

Otherwise, unsure at this time for that.

We aren't including anything paraphernalia since most states don't allow that to ship across states.

Honestly all you should really do is make them agree in print (or online text xD) that they are over 18
for example in the terms of service you could put:

"
You agree that you are over 18 (Yes/No): Yes
"

That way you wont get into trouble because as far as you were concerned the person is over 18
this would save your customers the hassle, it would allow u18 people to take the fall if they decide to buy, etc.

Just letting you know that most of what you listed is considered paraphernalia in most states, especially ones with strict laws. For example, I live in New Jersey and any sort of pipe, paper, or device that can be used to consume or help consume illicit substances (even things like tobacco pipes and wicks) are considered paraphernalia and you have to be 19 (not 18) just to possess them even if being used legally (like for tobacco).

That being said, I've bought domestic glassware from other states on legit websites without any issues. I think with shipping/legalities it depends more on the product's intended use than anything else (ex. you have to market a bowl as usable with legal smoking herbs only). Also, users who lie about their age are at fault and not you. Sorry to go on a rant but I wanted to explain everything clearly so as to be of maximum assistance.
