No you may not pay an upgraded member to make a post for you in a forum that requires an upgraded account. Just upgrade your account if you wish to utilize all forums.

There are no rules against giving money to spmeone to host a contest. However it would be ill advised due to the results not being what you want. Why would you want to give money to someone for them to ultimately give away?

You cannot let someone else make a thread for you, due to a lot of reasons they would be held responsible if the contest does not meet it's ends.

Example: Not fulfilling the contest by not giving the winner what he deserves.

You can even let someone else post for you in general host it yourself.

It's not allowed. I wouldn't ask anyone to do it for you because both of you could get in trouble and it's not worth risking your account over.

Trust me you've just joined you have no clue how valuable it will be to you later on. Please don't risk your account.

Take whatever you were going to giveaway (whether it be BTC/Paypal/other items) and use them / sell them to upgrade your account so you can host a giveaway in the future. I don't know if it's not allowed for you to use someone else to host the contest for you but it would be an ill advised thing to do because if you don't come through with the giveaway then not only will your account be closed but the person you used to host it will get their account closed as well.
