I downloaded files off the browser in Kali, but when it download, it says "Read-only" and the files end in .gz , also do I need winrar for Kali? (sorry im new and im just starting to use kali linux)

It is a compressed archive. Is .tar included? Anyway i believe kali already has a opener for compressed files such as those.

If not you can always google a program that can and install it if it supports linux.
