iPad Jailbroken... broken

a while back i jailbroke, already had a jailbroken phone, so i sort of knew what i was doing.

so all good, jailbroken
but now i cant install stuff, or update anything.
i've removed all my stuff from cydia... still didn't fix it....
and whenever i restart my iPad, all the stuff i've deleted comes back....

really frustrating...
i need to free space as well.... but i can't because of it

We should never reset an iOS device if it is jailbroken. It will be stucked at Apple logo or loading screen, if by reset, you mean Reset All Settings.

i think he means factory reset.
The two things you can do are either factory reset or update your iPad.

Oh Ok. Maybe I can help. Can you tell me which iPad is it? Exact model?

Use Cydia Impactor (http://apt.saurik.com/beta/cy-impactor/) after creating an iTunes backup.
Lets you restore your iPad to your stock iOS firmware without updating to the newest version so you can rejailbreak again without any previous problems from cydia on your iPad.
