As far as I know you cant bind it to .jpg but you can make a file that looks like a .jpg, .png, .mp3... Some crypters have that feature.

most of the time when binding a .exe to a .jpg/.png etc it will break the file not allowing the .exe to launch, you can however use a spoofer to spoof the extension to be something like heyexe.jpg

You can theoretically bind any files together. Try not to think of a binder as sticking files together but more of a container that holds the files then drops and runs them. For this reason the output will always be an executable because it will need to execute the binded files.
