Really it all depends on what you want to go for.
Casual side project/ a bit of fun?
Wouldn't worry too much about the domain name, take a look around sites like 1&1, GoDaddy and 123reg.
Business/Online E-Commerce?
You'll want to think carefully about the domain name, HTTPS, hosting providers, Content Management Systems etc.
Biggest advice is don't rush into things too fast. Take some time to find out exactly what niche you are targeting. Try and add a keyword into your domain name if possible to help SEO. Also try to bare in mind you want your website name to be short & 'slick' for customers to remember and revisit.
Basic steps for creating a website basically boils down to the basic steps of:
- Buy Domain Name
- Buy Monthly Hosting (can find a package deal for both domain & hosting)
- Choose Theme/Template/CMS/Custom Design - these can be found from places such as http://themeforest.net or http://templatemonster.com

Since you want to start a blog, did you decide what software you want to run it on? Wordpress is one of the most popular ones.
Some hosting sites offer a one-click install for hosting. You will need to pick your domain name, along with a hosting package. Then just follow that specific host's instructions on how to set-up Wordpress and you will be ready to go. The rest of the stuff will be customizing the blog in the Wordpress admin menu itself (yourdomain.com/wp-admin).
I think you should go for it man. All I gotta say is put the effort into growing an audience that support you.
I think you could certainly find a niche to focus on and then who knows what will go from there.
Ultimately, your goal should be to do dope shit.
I can help you figure it all out mate, I've sent you a PM.
You can check this site out:
http://websitesetup.org/
if you want to start with a CMS, choose Drupal or Wordpress.
if you don't want to start with a CMS you got to learn at least HTML & CSS
Install wordpress on a free hosting and a free theme. Then start posting :)

I recommend using WordPress.
I've actually made a pretty simple guide with videos that may be helpful to you.
My Video Guide Can Be Found Here
If you want to practice without investing in a hosting provider first then I recommend x10hosting.
They offer free hosting without ads.
However, if you are serious about your website/blog then it is always recommended that you purchase your own hosting :)
Domain you can get one from GoDaddy for $0.99
if you type GoDaddy domain in Google there should be an Ad at the very top with this promotion.
Keep in mind that after the year is over, GoDaddy will boost up their prices when you renew :)
