GTX 970
So far what i did is try reinstalling all the graph drivers. Didn't work. I tried booting in safe mode.. didn't work. I tried Reinstalling windows, didn't work. Could the memory be the problem?

Run a memtest http://www.memtest.org/

Around 5 passes. If it has any errors during the test let me know.

So what i did was took out one of the sticks and left one in and used the windows 10 memory diagnosis and one of them was able to run but the other one didn't run and kept giving me the blue screen, does that mean the stick is done for?

Are these ram sticks new? if so you can RMA that one. If not, make sure to place the suspected ram stick into the PC, run a memtest with 5 passes. If it has errors then it should be the ram.

I bought both sticks on feb 8, not sure if i could still RMA. And the thing is when i put the suspected ram stick into the PC, windows doesn't load, just keep getting blue screen and it gets in this loop were it keeps restarting

Oh, so the ram itself isn't making Windows load, I thought it doesn't make the a certain program load.

If that is the case then its a ram problem, I had this on a PC I had to fix recently. Both ram sticks were inserted and it would consistently crash.

But why would the ram just randomly not work, had it only for a couple months.. also when i keep both in, it doesn't let me load games, or memory-hungry programs.

Good question, there are a lot of ways a ram could be damaged such as

Power Surges, Static, Heat, and problems with the RAM itself, as you have told me its a cheap ram, maybe the ram did not pass the tests in the quality control and it became worse as time goes by.
