"Starting Windows" Stuck forever

I have a strange problem. Everytime I go to startup my computer, it gets stuck on the "Starting Windows" screen. I need to hold down the power button and restart, like 4-5 times before it actually boots. After boot everything works flawlessly.
What could be causing this?

Setup:
Gigabyte Z97-Gaming 3
Core i5 k version
GTX 670
128 gb ssd with Windows 7 on.
1tb wd blue

Thanks for any help boys 🤗🤗
Did you try a Last Known Good Configuration?

Yes, though it didn't work. I've also tried resetting bios, clearing cmos and changing sata ports around. Nothing really solves it.
When booting into safe-mode it gets stuck on the \windows\system32\drivers\CLASSPNP.sys
