Delivery Optimization Service

Does anyone know what's up with this service? It randomly steals almost all of my network resources (I could have 10MB speed and it will be stealing 99% of it) and sometimes I can stop the service and other times it tells me I can't due to some critical system thingy preventing it from stopping. It makes no sense and I looked it up and see it doesn't really do anything useful for me.

Any way I can permanently stop this service? Whenever I do stop it, when I turn my computer back on the next day, it starts again.
It uses your updates to update other local machines. In theory, making their downloads shorter but potentially sapping your upload bandwidth. You can do: Start > Settings > Update & security > Windows Update > Advanced options > Choose how updates are delivered > Toggle "Delivery Optimization" to disable it.
I have it disabled but it still seems to come on 😭

Alternatively, you can manually set the service to disabled. Right click Start > Computer Management > Services > Right click 'Delivery...' > Properties > On the general tab set its startup type to disabled. Reboot the machine for the changes to take affect. After the reboot, check again that the service is stopped.
