I sold guy something and i kinda made mistake by refunding him the money he send me, but its small amout of money (around $20), and he doesnt want to give it back (obviusly), there is no way for me to get it back right? I know its completly my fault im not asking for flame just simple yes or no
Nope, all lost. That would be a dumb feature on Paypal's part if that was possible.
Unless you can talk him into sending it back, no.
I only do deals onsite through PM's/Contracts.
I do not use Discord, or Skype, or talk to members offsite whatsoever.

Shit, i've sold him my steam account, it only had dota 2 which is non-paid game and nothing has been bought on it, can i somehow prove ownership since we're in different countries, by the ip? bewcause he changed email and password of steam account.
You can always contact steam to see what they can do for you, I think that is your best chance.
Pretty sure if you give steam information about the account's previous email/password/etc. they will recover it for you.

What I am trying to process is the fact that the guy you refunded bought a STEAM account with nothing on it for $20. Do you mind explaining this to me?

Not nothing, it has dota 2, which is free game, you don't need to pay anything to play it, therefore you don't leave any info with creditcard etc
