Always perform a UID or username search first, in general upgraded members scam non upgraded members frequently and they aren't able to leave feedback on the suspect's profile. Good luck with this dispute, seems valid, hope it's resolved.

Pretty sure it's a requirement to leave a rating if the user is upgrade (which he is)

Not a requirement. But my statement was for in general, cause the report could of happened while he wasn't upgraded, but there also may be reports that you don't see simply because members who may of fallen victim are not upgraded. It wasn't in regards to the person you were talking about.

Basically what that means is, you can only leave a scammer reputation on someone's profile if you have created a deals dispute thread.

But you aren't required to leave them a reputation under any circumstances.
