You need a prestige of 25.

I believe you can upgrade to L33T as well.

There was a petition ran by the user Business, regarding requirements to the RAT section, if memory recalls me correctly Omni agreed and imposed limitations (Minimal posts and prestige, I THINK) as part of being able to post in that section.

This was done in an efort to reduce spam and recurrent shit posted questions like "How do I RAT?" kinda deal.

Prestige is also earned by having awards, spending time online, getting rep, etc.

Pretty much sums this up, although I dont thinks awards have a damn thing to do with any of it.
