Upload Speed Problem

My computer is getting .06 upload and it's just my computer I tested it on someone elses and it's 5-6mb/s so I don't know what is the problem. A virus I'm guessing could be causing it I'm running malewarebytes now to see and it said it found a rootkit so far if that's it?
Start with a full virus scan: https://www.eset.com/us/home/online-scanner/

What this guy said, I'd also recommend:

If the virus scans don't fix the problem, try to make sure that if your running Windows 10 that you have disabled the update sharing feature in your settings. Windows 10 updates your computer and shares your updates with other computers though your internet connection.

If that's not a possibility or you already did it, go ahead and open task manager, click on Performance, then Click on Resource Manager.

After that, click on the network tab and check to see which Process is using the most of your connection.

Virus scan did nothing, I have it off. The send is only 100kb in task manager.

On wireless it works but the connection is weak. I replugged my ethernet in and I had 5mb/s upload for like less than a minute. I don't know what it is I tried different ethernets and I'm the only one and I couldn't find any viruses.

EDIT: Seemed to fix it, all I did was set a DNS and a Static IP almost 100% sure it was the Static IP as I tried a different DNS before.
