My ISP limits internet speed but not for some websites like youtube. Is it possible to mimick and fool my ISP to think i am watching youtube while downloading files and other websites? some kind of tunnel needed.

Well, when the packages are being sent, they are being send to one of the youtube's IP. You can't fool that. But you can however, make your ISP think that you are receiving packages from Youtube, while the source is somewhere else. For this I believe you need your custom DNS server, and you gotta tweak it a little bit.

Edit: What I'm saying is if you want to download something that isn't cached then you won't get it loaded faster. A.K.A don't bother

if you control your router/gateway, you can alter packets real time
never tried with youtube, so it may be at the cost of download speed, hence defeating the purpose
