Is it possible to make a twitch bot with python? if so how?

Yes it is possible of course. In most cases everything is possible with most languages.

For twitch, it uses IRC as a backend for the chat, and it is heavily documented in their developer documentation, so i don't know why you would need to ask that here? :) Here is some examples:

You can also uses libraries made just for IRC in general, i personally like Phergie. But you would need to dig in some yourself as well, you would not learn much otherwise.

If you just want a bot right now, for your own twitch channel, there is a lot of services out there for free that does that, like Nightbot : https://beta.nightbot.tv/ .

Twitch itself has also upgraded their own Bot, which can be found on your streaming dashboard.

Despite the fact OP didn't quite inform himself before creating this thread, it's an interesting idea.
I'm going to look into writing a Twitch bot of my own, just to play around with.
