Web dev responsive design 2pixels off??

So I'm currently making a mobile site, and I've had no issues so far until around 2 nights ago when I was making my 2nd "popup" type thing where I all of a sudden noticed the first one I made had suddenly stopped working as intended. It's about 2-3 pixels off where it's suppose to in Dreamweaver and all desktop browsers I have installed.
However it's a perfect fit on my phone. I've tried deleting all code to as far back as I remember it working, but it just don't.

Examples:
dreamweaver : https://i.imgur.com/FmbDkQw.png
my phone : https://i.imgur.com/FqCOnSj.png
Note: I do have an android phone here too which I've tested it on and it's the same, perfect fit on the phone but it looks like this in Dreamweaver.
I'm actually about to ragequit to a point where I'll just rewrite the code from scratch.

EDIT: Just realized it might be a bit difficult to help if you don't know the code, just know I'm using the correct meta viewport tag content="width=device-width, initial-scale=1.0 maximum-scale=1"

Use Google Chrome to inspect the element and test on a mobile platform.
Right Click > Inspect Element
Choose the mobile option on the newly opened tab.
From the dropdown, choose what mobile device you want to view your website in.

If this doesn't help, send me a PM to the link of your site, or put in a JS Fiddle if it's not online.
