It just means that they are confident about their fraud systems in place. PayPal is the most successful company with payments simply because it was able to succeed with fraud while others were not.

Of course, people here complain about how strict PayPal is but in reality that has made PayPal as profitable as it is. Asking for something as simple as your SSN is not bad. And too be honest, the reasons why my paypal account has gotten limited in the past was because it was my fault. Taking the percentage of money that they take is normal and most credit card processors take even more money than that.

Instant transfer though is amazing. Was so tired of waiting 3-4 days sometimes for a withdrawal.

Paypal is actually a great company for fully legal businesses. Greyhat/Blackhat shit will obviously get you limited because they want to protect their asses. Anything sketchy they limit, they do this to protect themselves against any potential legal problems.
