Hello HF,
Im trying to make a VPN Program using SOCKS5 proxy. I just want to know that how to use SOCKS5 proxy in whole windows or manually tunnel a program's internet traffic by SOCKS5 proxy in VB.NET.

You're gonna have a real hard time creating a VPN in .NET. If you're just looking to set the proxy for browsers I guess you could do what Ninja said.
