Considering having a play around with it and getting a licence not sure which package to get

Yeah it is an awesome RAT. I use the Android - Android package. It makes alot of fun rating people from anywhere, e.g sitting in the bus etc.

It is also stable and feature rich.

My suggestion in this regards is always the same.

Get Metasploit, or Powershell empire. Learn about what you can make with it, hopefully you'll end up using their premium malware (Meterpreter and Empire). Learn how it works and what problems you are going to come across.

Then use it. It's free, more powerful than any RAT you are going to end up buying. Is modular, allowing you to later export whatever features you want to.

That way you are less likely to run into problem. People don't seem to understand RATting someone is not a joke, it's illegal and depending on what kind of person you are targeting and what kind of cops live in the locality, you could get into serious trouble. If you can caught RATting once, people can put all sort of blames on you beyond what you have done.

Learn about it, know the risk in detail before you proceed. You will end of learning a lot of new things, you are less likely in trouble and you'll save money as well.

OmniRAT no is scam? as nobody says anything about that RAT

The android RAT works. It is bumpy and some functions do not work but just the camera and microphone function (if working to that time) are powerful. Actually I might get the multi OS Rat as well (for a MAC). Netwire would be probably be better but also cost a lot more (being no lifetime license).
