Hello,
i have migrated my wordpress site from old hosting to new hosting. After migration i have uploaded all the files to wp-content/uploads by ftp but its not showing any file in media library . and either not showing on the site. anyone know how to fix this issue?
i am getting 404 error on images .

This is to do with most likely MySQL and myphpadmin.

You should ask your current hosting provider to do the transfer for you.

i asked them its been 7 days, they arent doing anything , always saying that they will do it today.

Then you might have lost your site if you don't get the databases as well. A transfer from hosting with out database equals a lost website, I think I could be wrong.

Exactly what VapeZilla is saying.
When you upload files through the media uploads, it would most likely create queries for the DB. You would have to upload the files to the media library in the dashboard instead of just putting them into the FTP.
