I had a pretty nice idea about sprucing my avatar up- I've already added my favourite wallpaper to it, and now I think it would look even better if it were animated with those old-tv bars going down.

Hopefully, people understand what I mean by that; the thin bars that scroll down the image, nothing completely distortive or distracting. Just subtle.
In after effects, the effect 'Venetian blinds' looks similar to what I was after:

Transition completion: 15%
Direction: 90 degrees
Width: 4
Feather: 1.4

The above effect is just an example. If you know any way to make the effect look better and more realistic- please go for it!
It is a free request after all!

tl;dr:
Old-tv style effect, turning my avatar into an animated gif.
'Subtle', as in not completely overwhelming or distorting the image.

You can do it yourself if you have access to Sony Vegas / Adobe After Effects with a tutorial on less than 5 minutes.

It's always better to learn it yourself.

I don't have sony vegas- I had a try with AE- hence the settings I shared above which creates this still image:

If I could figure out how to animate that, and have it slowly scroll down/rippling my avatar- with the occasional glitch; it would be exactly what I was thinking.

The video you shared isn't the kind of effect I'm looking for, though I appreciate the thought.
I'm looking for a much 'lighter' blinds effect.

Yeah, that's the kind of thing I'm looking for- just smoother and not as aggressive.
As for AE- I didn't even get that far, I've never used it beyond building on templates or adding effects to existing gifs.
