PHP

PHP CLI different version than PHP XAMPP

I am currently trying to install a Laravel project in Visual Studio Code. While executing the command, I received an error saying the following:

As you can see in the second image, my PHP version is indeed 5.4.12.

However, when using Apache, it says my PHP version is 7.1.10 (See third image).

Do any of you know how I can get Visual Studio Code to use the 7.1.10 version of PHP?
Thanks in advance!
I know when using laravel you may have to actually go in and specify the version (folder location to 7.0). you probably need to do that with vscode, but im am SUPER perplexed as to why you are using vscode in the first place with laravel???
for some reasons I can not see the images?
anyway CLI is different from CGI/FPM,
each one has a different configuration (php.ini) and different bin,
try to remove php5-cli/php and install php7.0-cli/php7.0
