Hope you are doing well.

I had an Idea to create an application that downloads MP3 from youtube but I am not sure if Google Play will allow me to publish this app in their market.

Any suggestion about this ?

Not likely, it's against youtube's tos to separate audio from video tracks alone. Since Google runs both the play store and youtube, it'll definitely get rejected.

That's not to say you can't make it and deploy on other mediums e.g. f-droid.
