I accidentally bricked Windows

So one day (today) I decided that I needed more swap space for my Linux installation. I never set up LVM, so I couldn't shrink the Linux partition. My solution was to shrink Windows and move Linux to the left to create more space for swap. I did this, but I made one little mistake. I forgot that the last time I used Windows, I used fast startup. (I didn't hold down shift when turning off my PC from Windows)

Unfortunately, I realized this mistake after I pressed "apply" on GParted.
After the Windows partition was shrunk, I rebooted the PC to assess the damage done to Windows. It actually booted without any error. I then used MiniTool Partition Wizard to move the Linux installation to the left. This looked like it would take a long time, so I plugged the laptop in and just left it there.

I came back after a while to see that the computer rebooted and now was scanning and repairing the C: Drive. (strange, because I didn't touch the C: Drive with MiniTool) It eventually finished.

I logged back into Windows, and... I got the series of messages I saw after getting the Fall Creators' Update. (I got this update a few days ago) This is where the problem is. These messages are erratic. It starts off by saying "Hi" several times (it should only say "Hi" one time) It just loops the messages over and over again. Some messages, like "This might take a few minutes" are repeated several times each loop.

How did this problem appear, and how do I fix it?
If you let it sit does it eventually make it to a useable desktop?

I haven't really left it for a very long time (just 10 minutes). After a while, desktop icons load (I'm pretty sure I disabled this, though), but the Start Menu is not usable. The mouse is using the Windows XP style, and the system, in general, appears to be using old assets from Windows XP and 7.
Couple of things you may want to look at is the errors and fragmentation of the disk, run the system file checker and chkdisk. If it's still hanging at boot, a "start up repair" from the Windows disk may help. But you'll have toi fix grub, or whatever bootloader your using afterwards.

Sounds to be too fucked to fix when considering the time it takes to do a new install, data migration, and re-installation of apps.

Seems like you booted into some sort of safe-mode OP. Have you tried restoring Windows ? Try recovering your data and reinstalling on top.

There are no errors. I used a command prompt from safe mode to check, and there are none. I can't defragment from this command prompt. (command not found) I used SFC, and nothing changed. Startup repair does nothing.  I may just have to reinstall Windows. I've already transferred my files to another partition, and I'm hoping none of the files got damaged while copying.
