What is considered decent CPU temperatures?

What is considered a "good" or "decent" CPU temperature using a non-overclocked quad-core processor while gaming?

Which temperature do you generally not want to exceed?
Depends what CPU exactly but 75C is a pretty good target to stay under regularly for non-OC quadcore at 100% load.
When playing games, you will never be at 100% CPU load.

Not true depending on the CPU and the games you play. You aren't providing any information to give an accurate assessment.
Simply google the processor and look at the spec's page for something called "operating temperature." You don't want to exceed that for system stability. Past that, you can expect thermal throttling if your cooling system is able to maintain that temp.

I have a Core i7 3770K

It runs at 60-70 *C in games like Tom Clancy's The Division.

That's normal and perfectly fine. The Division is a GPU limited game not CPU. An i7 6700k will perform nearly identically to your 3770k in that game given the same GPU.

It mostly stays in the 60's and very rarely goes up to 70.

Doesn't the fan speed up depending on the CPU temperature?

Currently I'm in the process of building an entirely new enthusiast gaming rig with two-way SLI GTX 1080, 16GB DDR4 3200MHz RAM, and a Core i7 8700K.

The only part I'm missing is the CPU, and I have not been financially able to get it yet.

Those temps are fine.

As for the fan it depends on how you have it set, the "factory" setup with the "stock" air cooler should ramp up when the temps are higher and slow when they are low.
