This would be considered disallowed.  From the Help Docs - "That includes ebooks, threads, sigs, and Marketplace sections."  It's only specified when talking about PIDs and Call-ins, but you can assume that advertising a BH method in an ebook falls under the same general category.

Very vague considering  people sell methods which they claim to be 'blackhat' yet they are completely legal to rack in those customers.

Sam nailed it, the term "blackhat" here is usually used in sales threads to try and boost numbers. If they were actually blackhat they would be banned (eventually).

2. Prices must be posted and on a per account basis with no minimum to buy.
3. No adult website accounts.
4. Thread creation restricted to Ub3r only.
5. No free account giveaways. Market sales only.

Actually, you seem to make a valid point... If the user has the ability to have an account for which they can "generate" a non-free account that would be considered a generator.

How is it not? It's a thread where the OP sells accounts to a website which they can then generate as many accounts as they like during a set time period. He is not selling the accounts himself, he is selling access to his website which will spit out accounts.

You can only "generate" one account at a time. Once that one account is dead then you generate another one as a "replacement"
