well a friend recently had been infected by this virus causing is pc not being able to open .exe files if anyone can help removing this malware i would really appreciate it

I'm guessing that running FRST would be useless, since no .exe's can be run.

Can you get into Regedit? Do .exe's run while Windows is in Safe Mode?

If safe mode fails, maybe the best option, instead of wasting time trying to remove it, is to use another computer, connect the hard drive to it and find your files and back them up. Then completely reinstall windows on that hard drive. Of course, scan the files you decided to back up in case the malware copied itself there. This should be your last option if all else fails.
