I have been working on a game server using pawn (it's something like python) and I would like to create a "basic" website where people can registrate and admins can do a couple of things. I have read I would need laravel and bootstrap, but I would like to ask your suggestions. I do not want to learn PHP and HTML entirely, I just want a website that resists injections and doesn't look like a meme.

— View staff members list
— Registration

Registered user features
— Create character application
— Submit support ticket

Admin features
— Create news
— Edit staff members page
— Reply to support tickets
— Accept/Deny character applications
— Set admin notes on users
— Set login message for users (This will be seen in-game)
— Ban and unban
— Run IP and hardware ID scans to find ban-evaders
— View statistics

My advice? Pay someone. You've clearly indicated you don't already know the web based languages required to handle this ACP system, and even if you decided to spend a year learning how to build all of this, it's a fairly complicated system to build imo.

Bootstrap isn't some drag and drop system, it's more or less a UI kit. You still need to understand how HTML works and use custom CSS. As for the backend, I have no experience with Laravel or any PHP framework so I'll decline to comment. But by building your own backend from zero knowledge, your website will get absolutely REKT by bugs and exploits.

I also thought about using an existing CMS, such as e107 and edit it to my needs. Buying this would be too expensive, 3rd world country. :/
